Lt Gen (retd) Faiz Hameed has been formally arraigned on multiple charges, including engaging in political activities, violating the Official Secrets Act, misusing authority and government resources, and causing wrongful loss to individuals.
This process follows the initiation of a Field General Court Martial (FGCM) against him under the Pakistan Army Act, which began on August 12, 2024.
The Inter-Services Public Relations (ISPR), the military’s media wing confirmed these developments in a statement issued on Tuesday, December 10, 2024, highlighting the seriousness of the charges.
The FGCM process involves several stages, including evidence gathering, trial proceedings, and deliberation by military officers serving as judges.
“[…] And in first place Lt Gen Faiz Hameed (Retd) has been formally arraigned on charges of engaging in political activities, violations of Official Secret Act detrimental to safety and interest of the state, misuse of authority & government resources and causing wrongful loss to a person(s),” it stated.
“During the process, involvement of Lt Gen Faiz Hamid (retd), in events related to creating agitation and unrest, leading upto multiple incidents including but not limited to 9th May 2023 incident for fomenting instability; at the behest of and in collusion with vested political interests, is also being separately investigated,” the statement noted.

These allegations date back to his tenure as Director General of the Inter-Services Intelligence (ISI) and involve claims of misconduct related to the Top City housing scheme scandal. The inquiry into Hameed was ordered by the Supreme Court and led to his detention by military authorities.
This case is unprecedented in Pakistan’s history, marking the first time a former ISI chief faces court martial proceedings. The military’s actions are viewed as a significant move towards accountability within its ranks, especially given Hameed’s influential position and previous ties to political figures like ex-Prime Minister Imran Khan.
