Starlink Granted Temporary NOC to Operate in Pakistan, IT Ministry Confirms
PTA will oversee Starlink's compliance with fee payments and other licensing requirements

The Information Technology Ministry announced that Starlink, the satellite-based internet service provider owned by Elon Musk, has been granted a temporary No Objection Certificate (NOC) to operate in Pakistan.
This decision was made on the instructions of Prime Minister Shehbaz Sharif and follows consultations with key stakeholders, including the Cybercrime Agency, security agencies, the Pakistan Telecommunication Authority (PTA), and the Pakistan Space Activities Regulatory Board.
IT Minister Shaza Fatima emphasized that the approval process involved a “whole-of-government” approach, ensuring all regulatory and security concerns were addressed. The
PTA will oversee Starlink’s compliance with fee payments and other licensing requirements as the company prepares to launch its services in Pakistan formally.
This development marks a significant step in the country’s efforts to enhance internet infrastructure and bridge the digital divide, particularly in remote and underserved areas.
The introduction of Starlink is expected to boost connectivity and support Pakistan’s broader digital transformation goals under Prime Minister Shehbaz Sharif’s leadership.
